The 2nd Steering Committee meeting of the EU financed Twinning project “Legal approximation of Georgian Civil Aviation Regulations with EU standards”

The 2nd Steering Committee meeting of the EU financed Twinning project “Legal approximation of Georgian Civil Aviation Regulations with EU standards” took place at GCAA premises on January 20, 2016. The members of the Steering Committee and the representatives of EU Delegation to Georgia, State Minister’s Office on European and Euro-Atlantic Integration and Heads of QMS and ADM Departments of GCAA participated the meeting.
The opening speeches were held by the Project Leaders, both of the GCAA and the EU Member States. During the meeting, the members of the Steering Committee summed up the project implementation period of the second quarter as well as discussed the plans for the rest of the project. The meeting has continued with a detailed presentation by the Resident Twinning Adviser on the activities that have been carried out within the second Interim Quarter of the project. Both Sides admitted the high level of cooperation between the Project partners and their commitment in the realization of project components. In the framework of the meeting the attendees were also briefed on the recent progress and results obtained by GCAA in the process of rulemaking activity.
The following core activities have been achieved in the reporting period in order to effectively implement the future activities under the Project:
• Review of existing GCAA structure, its capabilities, core processes and procedures;
• Development of Gap analysis report, consolidated with the GCAA;
• Development of preliminary recommendations and implementation plan for improvement of the functional structure of the GCAA;
• Initial analysis of existing Georgian Aviation Safety Management regulations, policies and procedures;
• Review of existing Georgian legislation in the areas of market access, aviation safety, air traffic management, consumer protection etc;

The EU Twinning Project “Legal approximation of Georgian Civil Aviation regulations with EU standards” aim to introduce European standards in civil aviation system, to improve the legal framework regulating the sphere of civil aviation in Georgia and to empower the structure and strength of the GCAA to allow it to ensure the effective implementation of the EU aviation legislation in accordance with the CAA-A.

With the duration of 21 months and budget of 1,23 million, the project is implemented in cooperation with the Austro Control GMBH (Austria) and Croatian Civil Aviation Agency (Croatia). The main Beneficiary Institution (BI) of the project is the Georgian Civil Aviation Agency. Relevant experts from the Transport Policy and Legal Departments of the Ministry of Economy and Sustainable Development of Georgia (MoESD) are expected to participate in the project.
